Background & Job Description

The International Rescue Committee (IRC), founded in 1933 at the call of Albert Einstein, responds to the world’s most severe humanitarian crises. Operating in more than 40 countries, the IRC supports displaced people through programs in health, safety, education, and economic recovery.

The Project Manager will oversee the planning, implementation, and monitoring of IRC’s Multi-Purpose Cash Assistance (MPCA) initiative in Ethiopia’s Amhara, Benishangul-Gumuz, Oromia, and Tigray regions. This position plays a key role in ensuring that vulnerable households can meet their essential needs while upholding accountability, transparency, and quality program delivery.


Key Responsibilities

  • Lead and manage the overall implementation of the MPCA project across multiple regions.
  • Coordinate with local authorities, community leaders, and financial service providers to ensure smooth project delivery.
  • Supervise targeting, verification, and registration of beneficiaries in collaboration with MEAL and program teams.
  • Conduct cash feasibility assessments and ensure appropriate transfer mechanisms.
  • Oversee cash distribution planning and ensure compliance with IRC and donor regulations.
  • Manage project budgets, financial planning, and reporting.
  • Represent the IRC in coordination meetings with regional and local stakeholders.

Qualifications

Education & Certifications

  • Bachelor’s or Master’s degree in Sociology, Development Studies, Economics, Management, Rural Development, Project Management, or a related field.

Experience

  • Minimum 3 years of relevant experience for master’s degree holders or 4 years for bachelor’s degree holders in humanitarian or development programming.
  • Proven expertise in cash and voucher assistance (CVA) or multi-purpose cash transfer programming.
  • Strong organizational, analytical, and communication skills.
  • Experience coordinating with financial institutions and government stakeholders.
  • Proficiency in Microsoft Office Suite; strong English communication skills (local languages an advantage).
